Yes, you simply must visit a flagship store with your ID card and the ID card of the person who will receive the line. There is a fee of half the value of the SIM card price. In cases where a head of household buys a SIM card for family members, no such steps are necessary; however, the responsibility of the line is still with the purchaser.
